The following is the speech, in its entirety, given by Representative John Murtha (D. Pennsylvania) on Thursday regarding his decision to call for the redeployment of American soldiers fighting in Iraq. I have posted the speech in its entirety for it is important that you read it in its entirety. With thanks to the smear merchants in the rethuglican party, they and the partisan cowards in the main stream media are spinning Representative Murtha's comments to say he "called for the immediate withdrawal" of all American soldiers in Iraq. He did no such thing. Hence, the importance of you reading and understanding his entire speech. Here it is:
The war in Iraq is not going as advertised. It is a flawed policy wrapped in illusion. The American public is way ahead of us. The United States and coalition troops have done all they can in Iraq, but it is time for a change in direction. Our military is suffering. The future of our country is at risk. We can not continue on the present course. It is evident that continued military action in Iraq is not in the best interest of the United States of America, the Iraqi people or the Persian Gulf Region.

General Casey said in a September 2005 Hearing, "the perception of occupation in Iraq is a major driving force behind the insurgency." General Abizaid said on the same date, "Reducing the size and visibility of the coalition forces in Iraq is a part of our counterinsurgency strategy."

For 2 +1/2 years I have been concerned about the U.S. policy and the plan in Iraq. I have addressed my concerns with the Administration and the Pentagon and have spoken out in public about my concerns. The main reason for going to war has been discredited. A few days before the start of the war I was in Kuwait. The military drew a red line around Baghdad and said when U.S. forces cross that line they will be attacked by the Iraqis with Weapons of Mass Destruction but the US forces said they were prepared. They had well trained forces with the appropriate protective gear.

We spend more money on Intelligence than all the countries in the world together, and more on Intelligence than most countries GDP. But the intelligence concerning Iraq was wrong. It is not a world intelligence failure. It is a U.S. intelligence failure and the way that intelligence was misused.

I have been visiting our wounded troops at Bethesda and Walter Reed hospitals almost every week since the beginning of the War. And what demoralizes them is going to war with not enough troops and equipment to make the transition to peace; the devastation caused by IEDs; being deployed to Iraq when their homes have been ravaged by hurricanes; being on their second or third deployment and leaving their families behind without a network of support.

The threat posed by terrorism is real, but we have other threats that cannot be ignored. We must be prepared to face all threats. The future of our military is at risk. Our military and their families are stretched thin. Many say that the Army is broken. Some of our troops are on their third deployment. Recruitment is down, even as our military has lowered its standards. Defense budgets are being cut. Personnel costs are skyrocketing, particularly in health care. Choices will have to be made. We can not allow promises we have made to our military families in terms of service benefits, in terms of their health care, to be negotiated away.
Procurement programs that ensure our military dominance cannot be negotiated away. We must be prepared. The war in Iraq has caused huge shortfalls at our bases in the U.S. Much of our ground equipment is worn out and in need of either serious overhaul or replacement. George Washington said, "To be prepared for war is one of the most effective means of preserving peace." We must rebuild our Army. Our deficit is growing out of control. The Director of the Congressional Budget Office recently admitted to being terrified about the budget deficit in the coming decades. This is the first prolonged war we have fought with three years of tax cuts, without full mobilization of American industry and without a draft. The burden of this war has not been shared equally; the military and their families are shouldering this burden.

Our military has been fighting a war in Iraq for over two and a half years. Our military has accomplished its mission and done its duty. Our military captured Saddam Hussein, and captured or killed his closest associates. But the war continues to intensify. Deaths and injuries are growing, with over 2,079 confirmed American deaths. Over 15,500 have been seriously injured and it is estimated that over 50,000 will suffer from battle fatigue. There have been reports of at least 30,000 Iraqi civilian deaths.

I just recently visited Anbar Province Iraq in order to assess the conditions on the ground. Last May 2005, as part of the Emergency Supplemental Spending Bill, the House included the Moran Amendment, which was accepted in Conference, and which required the Secretary of Defense to submit quarterly reports to Congress in order to more accurately measure stability and security in Iraq. We have now received two reports. I am disturbed by the findings in key indicator areas. Oil production and energy production are below pre-war levels. Our reconstruction efforts have been crippled by the security situation. Only $9 billion of the $18 billion appropriated for reconstruction has been spent. Unemployment remains at about 60 percent. Clean water is scarce. Only $500 million of the $2.2 billion appropriated for water projects has been spent. And most importantly, insurgent incidents have increased from about 150 per week to over 700 in the last year. Instead of attacks going down over time and with the addition of more troops, attacks have grown dramatically. Since the revelations at Abu Ghraib, American casualties have doubled. An annual State Department report in 2004 indicated a sharp increase in global terrorism.

I said over a year ago, and now the military and the Administration agrees, Iraq can not be won militarily. I said two years ago, the key to progress in Iraq is to Iraqitize, Internationalize and Energize. I believe the same today. But I have concluded that the presence of U.S. troops in Iraq is impeding this progress.
Our troops have become the primary target of the insurgency. They are united against U.S. forces and we have become a catalyst for violence. U.S. troops are the common enemy of the Sunnis, Saddamists and foreign jihadists. I believe with a U.S. troop redeployment, the Iraqi security forces will be incentivized to take control. A poll recently conducted shows that over 80% of Iraqis are strongly opposed to the presence of coalition troops, and about 45% of the Iraqi population believe attacks against American troops are justified. I believe we need to turn Iraq over to the Iraqis. I believe before the Iraqi elections, scheduled for mid December, the Iraqi people and the emerging government must be put on notice that the United States will immediately redeploy. All of Iraq must know that Iraq is free. Free from United States occupation. I believe this will send a signal to the Sunnis to join the political process for the good of a free Iraq.

My plan calls:
To immediately redeploy U.S. troops consistent with the safety of U.S. forces. To create a quick reaction force in the region.To create an over- the- horizon presence of Marines. To diplomatically pursue security and stability in Iraq
This war needs to be personalized. As I said before I have visited with the severely wounded of this war. They are suffering.
Because we in Congress are charged with sending our sons and daughters into battle, it is our responsibility, our OBLIGATION to speak out for them. That's why I am speaking out.
Our military has done everything that has been asked of them, the U.S. can not accomplish anything further in Iraq militarily. IT IS TIME TO BRING THEM HOME.
The rethuglican spin doctors and smear merchants, comparable in both their tactics and their souls to Josef Goebbels, have taken Representative Murtha, a war hawk for all intents and purposes, and turned on him like they do ALL people who question their descisions or policies. Murtha served 37 years in the U.S Armed Forces (U.S. Marines) which is 37 years longer than ANYONE in the Bu$h admini$tration served. This man didn't sprout a pussy and get 5 DEFERMENTS like the mighty warrior Cheney. He didn't have his pappy skip him in line 400 places and sit his ass in the Alabama National Guard so he could drink and snort coke while our fellow men and women, men and women like John Murtha, fought and died in Vietnam. What was it that Tom Delay, a true patriot by all accounts, said about his failure to show up and fight and Vietnam?? Wasn't it "I wanted to go but the blacks and hispanics took my place"?? Delay is a fucking scumbag.
Murtha received 2 purple hearts in Vietnam for injuries sustained in combat (Bu$h sustained a bloody nose from one too many lines of coke) and also the Bronze Star for valor. He voted to authorize Bu$h the power to send our troops into combat if he saw necessary, and he supported this war at the begining.
But like all Americans with both a clue and fucking brain in their head, Murtha eventually saw that we are NOT headed in the right direction in Iraq. We are headed in NO direction at all. We are stagnant. Our boys are dying over there, being blown to pieces, having legs or arms or hands blown off, and for what?? The Iraqis DO NOT WANT US OVER THERE. They don't. I dont care WHAT Bu$h tells you, they want us OUT of their country. A recent poll by a British newspaper shows that 80% of the Iraqi people want us out of their country now. But we don't listen to the Iraqi people, we listen to Bu$h, a man who had never been out of our country until he became president. A man who knew NOTHING about the cultural differences amongst the people in Iraq and had to be taught what Sunni's and Shiites were. And we rely on this man, over the Iraqi people, to tell us what is best for them? You've got to be kidding.
John Murtha devises a plan to redeploy our forces "over the horizon" in a country such as Kuwait, ready in case the Iraqis are invaded or need our help in some other way. He is NOT saying bring them home now, fuck everything else, fuck the Iraqis, fuck you. No, he is a military man at heart, he knows an occupied country cannot be deserted and left overnight. But the Iraqis need to learn to defend themselves. Otherwise, we will be over there for the rest of our lives. Which is just where we'll be if we continue to listen to Bu$h.
Bu$h says we're gonna stay in Iraq until the "war is won." Well what war is he talking about? The war on terror? That is not a war on a solid entitiy, that is a war on an IDEA. You cannot win the "war on terror." You simply cannot. Terrorism and terror tactics have been around, in one form or another, since the dawn of man. So what magical moment is Bu$h and the neo-cons waiting for to declare victory? There will be no major battle to defeat terrorism in Iraq, for terrorism is global. Iraq was not even involved with Al-Qaeda and such until WE arrived and started fucking around. You do not "win" a war against a group of individuals who hate us by causing more death and destruction. That simply infuriates the people and results in MORE terrorism. YOU CANNOT FIGHT TERRORISM. You can PROTECT YOURSELF AGAINST terrorism, which we have NOT done, but you cannot "fight" it in the military sense.
There is no physical "terrorist" army, dressed in a uniform and originating from from a single, identifiable country, fighting under that countries flag. Terrorism is a belief, a desire. It can wear any uniform it wants. It can have any color skin, any color eyes, any color hair. It can be tall, short, skinny, fat, young, old, female or male. It can come from any country it wants, and terrorism lives IN every country throughout the world. No country can claim itself "free" from terrorists or from terrorism. It is an equal opporunity killer. There is no test you can give for terrorism, like you can for AIDS or Tuberculosis. It is silent and it can sleep for years, only to awaken after a specific wrong or a certain injustice. This "War on Terrror" that Bu$h has scared the American people into "fighting" is a joke. Just like the war on drugs is a joke.
Can't you see what the've done to you? They've scared you into believing in the boogeyman. They've have convinced you this is a winable war and you are MORE than willing to sacrifice other people's sons and daughters in order to quell your fears. As long as we have soldiers fighting the war on terror in some far distant land, then we are safe here in our cozy little America. How wrong can you be? Bu$h states we are "safer" now that Iraq has been invaded. Think so, huh? What's the neo-con mantra? Oh yeah....."I'd rather fight them over there than here in the streets of America." You foolish ass. Americans are good at repetition. Whatever they hear those hacks for their party incessantly repeat MUST be true so we, too, will incessantly repeat it. Like retarded people who memorize a word or a phrase and repeat it all day, everyday. We have invaded a muslim country with predominantly Christian soldiers and are killing their people. We are most CERTAINLY making more enemies in the muslim world.
There are at LEAST a billion muslims on this planet. Figures say that 1-2% of the are radicalized. That's 10 MILLION people. AT LEAST. Are you going to track down all billion, give them your "terror" test to root out those 10 million and then execute them? That would be a greater massacre than what was perpetrated by the Third Reich. And when you're done murdering those 10 million, do you not think that their families and friends will have become radicalized as a result of your little killing spree? Then you'd have to administer your "test" and start afresh. It would be an impossible, never ending cycle of death. And with each killing, more and more people would turn against you. Eventually the entire world would beome radicalized and bent on killing YOU. It is impossible. We are winning NOTHING in Iraq and everyday we are creating more and more people willing to kill themselves in order to kill just ONE of us.
So John Murtha spoke out. He sees this war as both senseless and dangerous. He has sat with the boys who have lost limbs, have traumatic brain injuries and had their faces blown off. He sees this is going nowhere and is costing this country HUNDREDS OF BILLIONS OF DOLLARS. And for what? Now he's being crucified and being called a coward by whores like Jean Schmidt (R. Ohio), Dick Cheney and George Bu$h. They say he is trying to retreat from the enemy, that he's "surrendered" and wants to "wave the white flag." These are their latest talking points, their latest mantra. Anyone who wants to bring our troops home, to not see ONE MORE American soldier killed in an action they should NEVER have been sent to fight in in the first place, is labled unpatriotic, against the troops, a terror supporter and a traitor. While those who support this criminal Bu$h who LIED to us to get us to go to war, who is having our men and women slaughtered in a foreign land, those who apparently DON'T want out soldiers to come home safely, these people are labled PATRIOTS.
Like they always do to those who dare disagree with them, the rethuglicans are out to slander and destroy Representative John Murtha, recipient of the Bronze Star, 2 Purple Hearts, a War Veteran and a U.S. Marine. Yesterday (Friday) the Ethics Committe says they may (which means they WILL) investigate the lobbying firm Representaive Murtha's brother owns. These people are evil and have no souls. How can ANYONE continue to support this cabal? I simply do not understand. I will NEVER befriend a republican neo-con, for they are ignorant, stupid, blind, uninformed, brainwashed and souless. We need to start fighting the real enemy to this country, and that enemy sits in Washington DC.
